It’s a handbag hook. You place the round thingy on the edge of the table and hang your handbag on the hook hanging below the table. I bet its an antique.

Is it some sort of hanger which you put at the edge of the dining table and hang your handbag??? Coz it’s quite troublesome to put the bag behind the seat all the time.
